Under the Safeguard Mechanism, we're required to publish information relating to multi-year monitoring periods (MYMPs).

An MYMP gives a facility multiple (up to 5) financial years to implement an emissions reduction project. The project must reduce the facility’s cumulative emissions over the MYMP period to below its cumulative safeguard baseline for the period. MYMPs help responsible emitters invest in emissions reduction projects that take time to implement. 

Responsible emitters may apply be eligible to receive Safeguard Mechanism credit units (SMCs) following conclusion of the MYMP.

Publishing requirements

From the 2022–23 financial year, we're required to publish the following information about new, varied and revoked MYMPs:

  • the start date and end date of each MYMP at each facility
  • the responsible emitter's emission reduction summary plan for the facility
  • the responsible emitter's written explanation about how the facility performed against its emission reduction plan following conclusion of the MYMP.

Publication notes

The year-specific 'covered emissions' and 'baseline number' detail the numbers that would apply to the facility in those monitoring periods if the MYMP did not exist.

The 'cumulative MYMP baseline number', 'cumulative MYMP covered emissions' and 'cumulative MYMP net emissions number' columns are updated each year to detail the most recent numbers for the facility for the MYMP. These columns can be used to follow a facility's progress, but they can’t be used to determine whether the facility has exceeded its baseline until the MYMP has concluded. 

The year-specific 'baseline number' column reflects the facility’s baseline for each individual financial year within the MYMP. ‘N/A’ (not applicable) appears in the year-specific 'covered emissions' and 'baseline number' columns for years that are not subject to a MYMP.

The 'MYMP status' is marked as complete following conclusion of the MYMP. 'Complete' status does not mean the responsible emitter has met its compliance obligations for the extended monitoring period. The facility's net emissions number must be at or below the baseline for the MYMP before the following 1 April for the responsible emitter to meet its compliance obligations.

MYMP explanation of performance

Responsible emitters of facilities with MYMPs from the 2022–23 financial year onwards are required to submit an explanation about how the facility performed against its emissions reduction plan by 31 October following conclusion of the MYMP.
