In April each year, we publish information relating to the Safeguard Mechanism for the previous financial year.
This includes information about:
- safeguard outcomes
- baselines and emissions
- multi-year monitoring periods
- trade-exposed baseline-adjusted facilities
- emissions-intensity determinations
- NGER method data.

Data highlights
The highlights show key points of interest in the data. This includes how facilities are tracking against safeguard outcomes.
Baselines and emissions data
Emissions and production data is submitted under the National Greenhouse and Energy Reporting (NGER) Scheme by 31 October each year. We use this information to set baselines for facilities covered by the Safeguard Mechanism.
By 15 April the following year, we're required to publish information relating to safeguard baselines and safeguard net emissions.

- The ability to compare baseline data from 2016–17 to 2022–23 with data from 2023–24 onwards is limited. This is because the Safeguard Mechanism was reformed in 2023 and legislative changes have changed how baselines are set under the scheme. Learn more about baselines from 2016 to 2023.

Multi-year monitoring period data
Responsible emitters of facilities with excess emissions and a plan to reduce them over multiple years may apply for a multi-year monitoring period (MYMP) by 15 November each year.
By 15 April following declaration of a new MYMP, or following conclusion of an existing MYMP, we're required to publish information relating to each MYMP.
- In some cases, it may be difficult to compare MYMP data from the 2023–24 financial year onwards. This is because the Safeguard Mechanism was reformed in 2023 and both eligibility requirements and the potential length of MYMPs have changed. Trade-exposed baseline-adjusted facility data
Responsible emitters of standard baseline facilities with excess emissions and trade-exposed production variables may be eligible to receive a discounted decline by 31 October each year.
By 15 April following the following year, we're required to publish information relating to trade-exposed baseline-adjusted (TEBA) facilities.
Emissions-intensity determinations data
Responsible emitters of existing standard baseline facilities may apply for an emissions-intensity determination (EID) to set the facility-specific emissions-intensity values of existing production variables by 31 October each year.
We’re required to publish information relating to new and varied EIDs.
NGER methods data
Emissions and production data is submitted each year under the NGER Scheme by 31 October each year.
By 15 April the following year, we're required to publish information relating to the methods used by safeguard facilities to estimate fugitive methane emissions from coal mining, oil and natural gas activities.
