Follow our step-by-step process for participating in the Product Guarantee of Origin (PGO).

Participating in the PGO is an important business decision. It comes with responsibilities, like regular reporting and compliance with legislation. It will impact your day-to-day operations and relationships with other companies and consumers.

As PGO certificates are updated throughout each stage of the product’s lifecycle (production, delivery and consumption), participants need to: 

  • share the right data at each step
  • stay in touch with other businesses involved in the participation process.

Some fees waived until 2027

Until 2027, you’ll only need to pay to enrol as a registered person. This enrolment fee is $490. Additional participation costs will apply once the cost recovery arrangements begin.

Steps to participate

To participate, businesses must meet the eligibility and registration requirements set out in the Future Made in Australia (Guarantee of Origin) Act 2024 and its supporting rules. You’ll need to:

  • solely or jointly own or operate a facility where an eligible product is made (to register a production profile)
  • be a subcontractor or third party involved in a product’s transport or use (to register a delivery or consumption profile)
  • follow the methodology determination for calculating emissions
  • be able to provide accurate and auditable data on emissions, energy use and production volumes.

You must apply to be a registered person through Online Services before applying to register for a profile. To apply, you must be a fit and proper person and maintain this status. You will also have to pay a registration fee of $490.

To become a registered person, you can be an individual, a business or other legal person.

To enrol as a trust, you need to complete and upload the application for Guarantee of Origin Scheme registration as a trust form when applying online.

Registration suspension or cancellation

We may suspend or cancel your registration if you:

  • don’t comply with scheme rules
  • provide false or misleading information
  • are no longer fit and proper.

You must tell us within 28 days If something happens that could affect your fit and proper person status.

Once you become a registered person, you can apply to register one or more profiles in Online Services. These profiles allow you to either create or add information to PGO certificates.

You’ll need different details and documentation, and may require a scheduled audit, depending on the profile type you’re registering as.

If your application to register for a production profile is approved, you can begin creating certificates for the batches of eligible products you make.

If your application to register a delivery or consumption profile is approved, and the production profile holder authorises you, you can add information to a certificate. Delivery profile holders add information before a certificate is registered, while consumption profile holders can only add information after registration.

Annual Reconciliation Checks are a key compliance and integrity mechanism within the PGO. They are mandatory reviews we conduct to ensure the accuracy of information provided on a certificate.

All profiles need to complete an Annual Reconciliation Check if they’ve been involved in creating or managing certificates. 

Every year, the Annual Reconciliation Check process starts on 1 July and needs to be finalised by 30 September. However, we may allow an extension of up to 30 additional days, making 30 October the latest possible final declaration day.
