What is the Guarantee of Origin?
The Guarantee of Origin (GO) is a voluntary scheme that tracks the emissions intensity of products – like hydrogen – and verifies renewable electricity. It supports the development of Australia’s low-emissions industries and our energy transformation.
The scheme supports the Australian Government’s Future Made in Australia plan to encourage investment in low-carbon products and renewable electricity.
The GO Scheme will give Australian producers the opportunity to meet growing domestic and international demand for verified low-emissions products and renewable electricity.

How it works
The scheme provides a framework for tracking the origin of renewable electricity and low-emissions products. This ensures their production and consumption are accurately accounted for.
Once a business is registered in the scheme, they will be able to create 2 types of certificates:
- Product GO (PGO) certificates
- Renewable Electricity GO (REGO) certificates.
PGO certificates will show where a product was made, how it was produced and the carbon intensity of the product across its lifecycle (from production to consumption). PGO certificates will be created for eligible products that have registered profiles under the scheme.
REGO certificates will verify the source and characteristics of renewable electricity generation. This includes when, where and how it was generated. The REGO will build on the large-scale generation certificate framework under the Renewable Energy Target.
The GO Register will show participant, profile and facility data and information about certificates once available.
Who can participate
Australian businesses involved in renewable electricity generation and storage, and hydrogen production via electrolysis, will be able to participate in the scheme. Over time, it will expand to include new industries, including hydrogen produced by other pathways, biomethane, low-carbon liquid fuels and green metals.
Our role
We will administer the GO Scheme by:
- registering participants, profiles and facilities
- registering certificates
- maintaining the GO Register
- monitoring and enforcing compliance.

Cost recovery
The GO Scheme will operate on a full cost recovery basis, but this will be phased in over time. This means participants will need to pay fees and charges for specific activities under the scheme. Cost recovery ensures resourcing to administer the scheme effectively and efficiently.
Legislative framework
The Australian Government has legislated the Future Made in Australia (Guarantee of Origin) Act 2024, along with the supporting legislation:
- Future Made in Australia (Guarantee of Origin Charges) Act 2024
- Future Made in Australia (Consequential Amendments and Transitional Provisions) Act 2024.
These acts establish the GO Scheme framework. The scheme’s rules and methodologies will be developed by the department in 2025.
