What is the Guarantee of Origin?
The Guarantee of Origin (GO) is a voluntary scheme that tracks the emissions intensity of products – like hydrogen – and verifies renewable electricity. It supports the development of Australia’s low-emissions industries and our energy transformation.
The scheme supports the Australian Government’s Future Made in Australia plan to encourage investment in low-carbon products and renewable electricity.
The GO Scheme gives Australian producers the opportunity to meet growing domestic and international demand for verified low-emissions products and renewable electricity.
The scheme has 2 distinct parts.

How it works
The scheme provides a framework for tracking the origin of renewable electricity and low-emissions products. This ensures their production and consumption are accurately accounted for.
Once a business is registered in the scheme, they can create 2 types of certificates:
- Product Guarantee of Origin (PGO) certificates
 - Renewable Electricity Guarantee of Origin (REGO) certificates.
 
PGO certificates show where a product was made, how it was produced and the carbon intensity of the product across its lifecycle (from production to consumption). PGO certificates can be created for eligible products that have registered profiles under the scheme.
REGO certificates verify the source and characteristics of renewable electricity generation. This includes when, where and how it was generated. The REGO builds on the large-scale generation certificate framework under the Renewable Energy Target.
The GO Register will show participant, profile and facility data and information about certificates once available. Learn more about the GO Register.
Who can participate
Australian businesses involved in renewable electricity generation and storage, and hydrogen production via electrolysis can participate in the scheme.
Over time, it will expand to include new industries, including hydrogen produced by other pathways, biomethane, low-carbon liquid fuels and green metals.
Our role
We administer the GO Scheme by:
- registering participants, profiles and facilities
 - registering certificates
 - maintaining the GO Register
 - monitoring and enforcing compliance.

Cost recovery
The GO Scheme will operate on a full cost recovery basis, but this will be phased in over time. This means participants will need to pay fees and charges for specific activities under the scheme. Cost recovery ensures resourcing to administer the scheme effectively and efficiently.
In accordance with the Australian Government's Charging Framework, a Cost Recovery Implementation Statement has been developed. It was approved by the Assistant Minister for Climate Change and Energy on 19 August 2025.
