The Unit and Certificate Registry is a modern, easy-to-use system that allows account holders to manage and trade the units and certificates we administer. 

It is foundational infrastructure that supports the ongoing growth of deep, liquid and transparent Australian carbon markets. 

The registry will progressively house units and certificates administered by the Clean Energy Regulator, providing a digital record and the source of truth of all holdings and transactions.

Built on Trovio’s CorTenX, the registry uses scalable, secure technology for environmental assets and an application programming interface (API) first design. 

It allows account holders to:

  • view, hold, transfer and trade units and certificates
  • meet regulatory obligations
  • engage in voluntary emissions offsetting
  • manage accounts and holdings in one place
  • access, download and share registry data. 

The registry brings together multiple unit and certificate types into a singles system, improving visibility of holdings and supporting a more seamless experience across our online services.

The registry will continue to be upgraded with new functionality. We will look to strengthen connectivity between the registry and external account holder systems and trading platforms, where this is supported through our legislative framework, through the Registry Interoperability Project

Account types in the registry

The registry will progressively house different account types, which hold different unit and certificate types. Australian National Registry of Emissions Units (ANREU) accounts are already available, while the following account types will be coming to the registry starting in mid-2026: 

  • Renewable Electricity Guarantee of Origin (REGO) accounts to hold REGO certificates
  • Product Guarantee of Origin (PGO) accounts to hold PGO certificates.

ANREU accounts

All ANREU accounts are now managed in the registry and are no longer managed in the ANREU system. ANREU accounts in the registry can hold the following units:

ANREU accounts allow users to:

  • view ACCU and SMC holdings
  • transfer and acquire ACCUs and SMCs from other ANREU accounts
  • deliver ACCUs under a carbon abatement contract
  • surrender ACCUs and SMCs to meet safeguard obligations
  • voluntarily cancel ACCUs.

ACCUs in ANREU accounts can be viewed and filtered by the following attributes. These attributes, including project related information such as method, are based on information ‘at time of issuance’ and will not change.

SMC attributes

CER units in the registry

Certified emission reduction (CER) units have been migrated from the ANREU system to the Unit and Certificate Registry.

The migration follows the disconnection of the ANREU system from the United Nations Framework Convention on Climate Change (UNFCCC) International Transaction Log (ITL) on 31 March 2026.
 

Managing CERs

Transactions and holdings of CER units are not managed through the Unit and Certificate Registry user interface. Requests for CER unit transfers and voluntary cancellations will be submitted via the Notify the Regulator form and actioned by the Clean Energy Regulator.
