The Ministerial Statement of Expectations outlines the government’s expectations for how we will perform our functions and exercise our powers. It emphasises our role as a steward of Australia’s carbon and emerging nature markets, with a strong focus on transparency, market confidence and effective engagement with participants and stakeholders. It also highlights the importance of ensuring First Nations Australians have access to economic opportunities arising from the transition to net zero.
An addendum issued in December 2025, reinforces the expectation that regulators must balance risk mitigation with efficiency, growth and productivity. In this context, we are expected to apply proportionate, risk‑based regulation, reduce unnecessary regulatory burden where possible, and support innovation and new market development while maintaining robust assurance and compliance standards.
