To create and manage certificates under the Product Guarantee or Origin (PGO), you need to register for the right profile type.

You’ll need to complete and submit your application in Online Services.

Registering your PGO profile is an important step to participate in the Guarantee of Origin Scheme. We’re here to support you through the process and help you understand the requirements.

Identify your profile type

You can apply to register one or more of the following profiles.

Complete your application

While drafting your application in Online Services, make sure you include the necessary information for your profile type.

What you’ll need to add:

  • product type
  • name and address of each person who owns or operates all or part of the facility
  • a written agreement between the profile holder and any joint owners or operators of the facility that the holder will be responsible for creating certificates
  • the nameplate capacity of the facility
  • whether the facility is on native title land or subject to an Indigenous land use agreement
  • whether the facility is:
  • whether the facility is operated in accordance with Commonwealth, state, territory and local government planning and approval requirements
  • details of any related climate change schemes that the facility is subject to
  • whether any Commonwealth grant or assistance is received in relation to the facility
  • the electricity grid the facility is connected to
  • how the profile holder will measure and report greenhouse gas emissions in accordance with the method
  • the production gate for the product (i.e. where the product has completed production and is ready for delivery).

What you’ll need to add:

  • product type
  • the production gate for the product (i.e. where the product has completed production and is ready for delivery)
  • delivery gate for the product (i.e. where the product is handed to a consumer or exporter)
  • whether delivery involves a facility that is on native title land or subject to an Indigenous land use agreement
  • whether delivery involves a facility that is connected to an electricity grid
  • how the product is transported and stored including equipment used
  • how the profile holder will measure and report greenhouse gas emissions associated with transport and storage in accordance with the method
  • name and address of each person who has ownership operational control over all or part of the equipment
  • a written agreement between the profile holder and any joint owners or operators of a facility stating that the holder will be responsible for adding delivery information to PGO certificates.

What you’ll need to add:

  • product type
  • delivery gate for the product (i.e. where the product is handed to a consumer or exporter)
  • if the product is consumed by a single facility:
    • facility name and location
    • whether the facility is connected to a pipeline, or other infrastructure, that is part of a shared network and transports the product
    • each person who owns or operates the facility or part of the facility
    • whether the facility is an NGER facility, designated large facility or EITE facility
    • whether any Commonwealth grant or assistance is received in relation to the facility
    • details of any related climate change schemes that the facility is subject to
  • if the product is consumed at multiple facilities – a description of those facilities and their connection to:
    • a pipeline or other infrastructure, that is part of a shared network and transports the product
  • the registered person who is or will hold the consumption profile.

Withdraw your application

You can withdraw your application at any time before we approve it, for any reason. For example, if:

  • you no longer wish to participate in the scheme
  • you can't provide all supporting information and documentation.

You can submit a new application later if you withdraw an application.

Await the outcome

We’ll assess your application to determine if it meets the requirements to register your profile.

If we need more information about your application, we will contact you via the contact details you provided in your application.

We may refuse your application if:

  • it's not complete
  • it's not eligible
  • it's missing required documents
  • you don't respond to a request for information within a specified time.

If your application is approved, the profile is created and listed on the Guarantee of Origin Register.

If your application is refused, you can request an internal review of the decision.
