Applications for Renewable Energy Target (RET) emissions-intensive trade-exposed (EITE) entity exemption certificates open Tuesday 1 August 2023. This guidance has been developed to help businesses save time and ensure this year’s applications are complete and accurate.

If you received a request for further information (RFI) during the assessment of your latest exemption certificate, please ensure you include that additional information in your 2024 EITE exemption application.

Similar RFIs are sent every year - for example, a site map request. Please ensure you review what was requested previously and always include this information in each new annual application.

Ensure the BoP Report is current

Check the Basis of Preparation (BoP) Report you are working with is up to date and specify that it has been reviewed and is relevant for the application year 2024 (opens 1 August 2023 and closes 30 March 2024).

Ensure the National Metering Identifier (NMI) is recorded as 10 digits

You can now log into the Client Portal through the new Online Services home page. When logging in to determine your exemption, ensure you only include 10 digits when identifying the billing meters.

Electricity invoices or contracts can include an eleventh ‘checksum’ number which is not required and can affect how data can be extracted from third-party meter providers. The correct NMI can be used to pre-fill monthly electricity consumption directly from our third-party sources to assist with streamlining the calculation of your certifiable amount. Please note that internal meters that are not billing meters don’t have to be recorded as 10 digits.

Provide details of ‘O’ meters

‘O’ meters – also known as ‘other meters’ – supply electricity to the site but aren’t used in the exemption determination formula. We request this information to verify the metering data and the accuracy of your proposed use amount formula. This verification occurs after you input the monthly electricity data for the exemption amount in the Client Portal.

Review the ‘prescribed person’ categories

Ensuring you select the right prescribed person category. A prescribed person is a person eligible to apply for an exemption certificate as defined in the Renewable Energy (Electricity) Regulations 2001.

Provide correct electricity contract start and end dates

If you are a prescribed person which requires you to provide evidence of an electricity contract with a liable entity, please ensure the contract start and end dates match the effective dates listed in the contract.

Consider allowing your liable entity to have permissions to receive notifications directly from the Clean Energy Regulator

There are 3 permissions in your application you can allow your liable entity to have: exemption certificate, exemption determination tool, and/or notice of certifiable amount (NCA). Please review what each permission grants on our website as it impacts what documents they receive automatically and what data they can edit.

Apply to use proxy data for time-saving flexibility

Save time and avoid any delay by using the flexibility of proxy data to submit monthly data before the 16 January Notice of Certifiable Amount (NCA) deadline. If eligible, you can submit proxy data, which is metering data from a previous period. You can apply as early as November of that year.

This arrangement may be approved if the CER is satisfied that a reasonable approximation of the electricity use amount can be determined.
