We’re seeking feedback on our proposed updates to the Guarantee of Origin (GO) Cost Recovery Implementation Statement (CRIS).
Background
The GO CRIS 2025–26 needs updates to include 4 additional products being added to the Product Guarantee of Origin (PGO):
- hydrogen by solid gasification and pyrolysis
- methane – biogas by anaerobic digestion
- methane – biomethane by biogas upgrading
- bio liquefied petroleum gas (bio LPG).
This update is to incorporate and consult on the new products to the GO Scheme that are not covered in the original CRIS. A few minor changes to functional units and updates to terminology for remissions have also been incorporated for accuracy and consistency with legislation.
Consultation document updated – 29 May 2026
A calculation error affecting sustainable aviation fuel and renewable diesel cost estimates was identified and corrected. An amended draft CRIS (version 1.2) was published on 29 May 2026. Stakeholders were notified of the update and the deadline for the consultation was extended.

Outcomes
We received 10 responses during the consultation period. Feedback focused on the design of remissions, fees and levies, future cost certainty and the suitability of the proposed arrangements for emerging industries.
This feedback has been noted and will also be considered as part of the planned periodic review of GO cost recovery arrangements, scheduled to start before the end of 2026. There will be further opportunity for stakeholder engagement and consultation on any proposed changes to the GO cost recovery settings as part of this process.
The Assistant Minister for Climate Change and Energy approved the GO Cost Recovery Implementation Statement 2025–26 version 1.2 on 4 October 2026.
