Solar battery systems will be eligible under the Small-scale Renewable Energy Scheme (SRES) from 1 July 2025.
Households and small businesses may be eligible for around a 30% discount on the upfront cost of installing small-scale battery systems. The discount will be based on the solar battery’s usable capacity and will gradually decrease until 2030.
Eligibility is still subject to amending the Renewable Energy (Electricity) Regulations 2001 and requirements may change. The proposed eligibility for the program includes:
- a single solar battery system with a nominal (total) capacity of 5 kWh to 100 kWh will be eligible
- the solar battery system’s usable capacity will be used to calculate the number of small-scale technology certificates (STCs) it’s eligible for and only the first 50 kWh of usable capacity will be eligible for STCs
- solar battery systems will need to be installed with a new or existing solar photovoltaic (PV) system
- solar battery systems will need to be listed on the Clean Energy Council (CEC) approved product list
- installers must have battery accreditation with Solar Accreditation Australia (SAA)
- solar battery systems must meet all state and territory electrical safety requirements when installed
- solar battery systems must be tested as capable of storing and discharging energy on or after 1 July 2025 as shown on the state/territory certificate of electrical compliance.
See the full proposed eligibility requirements on the Department of Climate Change, Energy, the Environment and Water’s website.
We will administer the program under the SRES, which has established safety and compliance processes. Safety is a priority, so we’ll be working closely with retailers, installers and designers to make sure STCs are only issued to solar batteries that meet all requirements.
The Cheaper Home Batteries Program is still subject to updating the Renewable Energy (Electricity) Regulations 2001 and requirements may change. This is a policy matter managed by the department.

Upcoming industry webinar – register now
The Department of Climate Change, Energy, the Environment and Water and the Clean Energy Regulator will be hosting a joint webinar for industry about the Cheaper Home Batteries Program.
Final scheme rules and eligibility requirements are dependent on regulations and this webinar will provide an overview of the current state of the program and offer an opportunity for industry to ask questions.
Date: Tuesday 27 May 2025
Time: 3:30 to 4:30 pm (AEST)
