Companies who conduct eligible emissions-intensive trade-exposed (EITE) activities are encouraged to prepare their 2022 exemption certificate applications under the Renewable Energy Target (RET).
Applications for exemption certificates are open and must be made on or before 30 March 2022. An online form is available in the Client Portal.
Applications made in previous years will not roll over. You must apply annually.
The Clean Energy Regulator does not have discretion to vary the deadline date so don’t delay your submission. Late applications will not be considered.
Recent amendments to the Renewable Energy (Electricity) Regulations that may impact your 2022 application
Noteworthy for prescribed persons undertaking eligible EITE activities when applying for an exemption certificate will be required from 1 January 2022:
- to provide identifying information for all meters with a National Metering Identifier at the site of the emission-intensive trade-exposed (EITE) activity, not just for those meters supplying the data used to estimate the amount or volume of the EITE activity product in the exemption application. This can be relevant to verifying the electricity use amount for a site.
- where the total amount of exemption is likely to exceed 15,000 MWh:
- An audit report is required with an exemption certificate application every 5 years, reducing the frequency from every 3 years, and
- An updated audit report will no longer be required if an eligible EITE site experiences a change of ownership and the operations of the activity has not changed.

Submit a complete and accurate application
To ensure that your application is accurate and complete:
- understand your compliance obligations, see Emissions-intensive trade-exposed entity compliance and enforcement priority expectations
- if you are a new applicant, start at Applying for an exemption certificate
- if you are an existing applicant, start at Determining your use amount formula. If you received an exemption certificate under the electricity use method for a previous year(s), you may need to include use amount adjustments for the previous year(s) in the 2022 application use amount formula. This is required if something on site changed, that has caused the certifiable amount to be different to what you received.
