There are three types of reports available in EERS, which are legislated under sections of the National Greenhouse and Energy Reporting Act 2007 (NGER Act) and which can be submitted to the Clean Energy Regulator via EERS. These reports are:

  • Section 19 - emissions and energy
  • Section 22G - reporting transfer certificate emissions and energy
  • Section 22X - group member emissions and energy

The reports displayed for a reporting entity are selected based on the entity’s reporting obligations and the year that you have selected. Therefore, not all of the reports will be available to you, if they are not required for the entity or the reporting year that has been selected.

Warning message

A warning message may appear above the ‘Unsubmitted Reports’ section of this screen. It means that there may be non-compliant reporting. You will need to enter the ‘Validations’ tab to correct for or acknowledge automated validations items that have been triggered. Though you may be able to generate a draft NGER report, you will not be able to submit the NGER report until all validation items are addressed. Note that EERS does not validate every aspect of the report.

1. Unsubmitted reports

Reports that are available for submission will appear under the ‘Unsubmitted Reports’ heading. To generate a specific report, click the blue ‘Generate’ button in the ‘Action’ column next to the report.

‘Preparing Report’ will then appear under the ‘Action’ column until the report has been generated. When the report has been generated, it can be viewed by clicking on the report title (you will see that the report title will become a hyperlink once the report has been prepared). Once you click on the hyperlink, the report will be displayed on the screen, and you will be able to review and electronically submit the report.

When viewing an unsubmitted report on-screen, you can navigate through the report by clicking on certain parts of the report (e.g. an entity in the corporate structure, threshold statement or declaration) from the table of contents, which is located in the upper left hand side of the screen. You can expand the ‘Corporate Structure’ by clicking on the small box with a plus sign button.

To print or save the report, click the ‘Print’ button in the top right corner of the screen. A report can only be saved via your print browser (e.g. save as an. xps or .pdf file type). For information on how to save a report in EERS please refer to the Frequently asked questions available on the Clean Energy Regulator website.

Once a report has been generated, the ‘Data Entry’ tab will be made read-only until generated reports are either submitted or deleted by clicking the ‘Remove’ button.

If required, you are able to submit supporting information along with your report by clicking on the ‘Edit Attachments’ button for the relevant report and adding supporting information. You must attach supporting information to a report before clicking on the ‘Generate’ button.

To submit the generated report, you must first click on the report title hyperlink to open the report, then click on the 'Submit Report' button in the top right hand corner of the screen. This button may not be visible to you depending on your nominated EERS role within the Client Portal. If the button is greyed out and not active, it means you have not yet addressed all the validations items in the ‘Validations’ tab. To address them you may need to remove the generated report.

2. Submitted reports

Once a report has been submitted, that report will no longer appear under the ‘Unsubmitted Reports’ heading, and instead will appear under the ‘Submitted Reports’ heading. Each submitted report will be identified by version number and the date and time the report was submitted. The report will automatically be locked by EERS. To resubmit your report you must contact the Clean Energy Regulator and request a resubmission.

Please note that reporters are obliged to submit accurate and complete NGER reports by the reporting due date each year. The Clean Energy Regulator will only accept requests to resubmit reports where reports are non-compliant, and repeated resubmissions in one or several years may lead the Clean Energy Regulator to take compliance action against a reporter.

By clicking on the ‘Action’ button for the relevant submitted report you will be able to view and print the submission receipt, the submitted NGER report, or the validation warning reports.

As with unsubmitted reports, when viewing a submitted NGER report on-screen you can navigate through the report by clicking on certain parts of the report (e.g. an entity in the corporate structure, threshold statement or declaration) from the table of contents, which is located in the upper left hand side of the screen. You can expand the ‘Corporate Structure’ by clicking on the small box with a plus sign button.

To print or save the report, click the ‘Print’ button in the top right corner of the screen. A report can only be saved via your print browser (e.g. save as an .xps or .pdf file type). For information on how to save a report in EERS please refer to the Frequently asked questions available on the Clean Energy Regulator website.

3. Non-legislated reports

An ‘Entity List’ report can be viewed under the non-legislative report heading. This report allows you to view your entity structure on-screen and to review it for accuracy. This report is not submitted to the Clean Energy Regulator.
