Emissions-intensive trade-exposed (EITE) activities release large amounts of greenhouse gas emissions while being exposed to national or international trade competition for their products.

Companies that carry out EITE activities may be eligible to apply for exemption certificates.

Eligible activity groups

Some activities are eligible as an activity group if you produce parts of a product at different sites. This means your group of activities:

  • involves moving an intermediate product between the sites
  • occurs as part of the same production process.

Eligible EITE activities

These are the types of activities that are eligible within the EITE boundaries published by the Department of Climate Change, Energy, the Environment and Water. If you carry out an activity not listed that you think is eligible, contact the department.

The production of aluminium oxide (Al2O3) with a concentration of Al2O3 greater than or equal to 95%.

The production of saleable aluminium metal (Al).

The production of rolls of cartonboard that:

  • has a grammage of 150–500 g/m2
  • has a moisture content of 4–11%
  • is coated
  • is generally useable as cartonboard product.

The production of rolls and bales of dry pulp that:

  • has a moisture content of 4–14%
  • is generally useable in paper manufacturing and/or the production of sanitary products.

The production of crude carbon steel products and hot-rolled carbon steel products such as:

  • iron ore sinter or pellets
  • coke oven coke
  • lime (including burnt lime and burnt dolomite)
  • molten iron (including the reduction of oxides of iron using carbon as the predominant reducing agent)
  • continuously cast carbon steel products
  • ingots of carbon steel
  • hot-rolled carbon steel products that commenced hot rolling at greater than 800 °C.

The production of:

  • lead metal (Pb) with a concentration of Pb greater than or equal to 99.97%
  • lead metal with a concentration of Pb of 99.5–99.97%
  • zinc in fume (Zn) with a concentration of Zn greater than or equal to 60%.

The production of:

  • continuously cast carbon steel products
  • ingots of carbon steel
  • hot-rolled carbon steel products that commenced hot rolling greater than 800 °C.

The production of rolls of coated or uncoated newsprint that:

  • has a grammage of 30–80 g/m2
  • has a moisture content of 4–11%
  • is generally useable for newspaper or publication products.

The production of reconstituted wood‑based panel that:

  • has a density greater than 500 kg/m3
  • has individual wood particles or fibres with an average maximum dimension less than 30 mm.

The production of rolls of packaging and industrial paper that:

  • is produced from wholly or partially unbleached input fibre
  • has a grammage of 30–500 g/m2
  • has a moisture content of 4–11%
  • is uncoated
  • is generally useable as a packaging or industrial paper.

The production of a range of refined petroleum products.

The production of rolls of coated or uncoated printing and writing paper that:

  • is from 100% bleached or brightened input fibre
  • has a grammage of 42–350 g/m2
  • has a moisture content of 4–11%
  • is generally useable as a printing and writing paper product.

The production of anhydrous ammonia (NH3) with a concentration of NH3 greater than or equal to 98%. We consider that the definition of this EITE activity includes the production of hydrogen (H2) through electrolysis of water.

The production of ammonium nitrate solution (NH4NO3(aq)) with a concentration of NH4NO3 greater than or equal to 60%.

The production of bulk flat glass products, including wired glass and patterned glass.

The production of carbamide solution (CO(NH2)2(aq)) that:

  • has a concentration of urea (CO(NH2)2) greater than or equal to 80%
  • is then used to produce carbamide solutions and/or saleable granulated, prilled, or other solid forms of carbamide (CO(NH2)2(s)).

The production of colloidal carbon material that:

  • is in the form of spheres or fused aggregates of the spheres
  • has a particle size less than 1,000 nanometres (nm) in at least one dimension.

The production of saleable ceramic floor and wall tiles that conform to ISO 13006:2012, or an equivalent standard, that was in force at the time of production.

The production of chlorine (Cl2(1,g)) and caustic soda solution (NaOH(aq)) with a concentration of NaOH greater than or equal to 14%.

The produced NaOH must be 1:1.13 of the produced chlorine (Cl2).

The production of Portland cement clinker that:

  • has a concentration of calcium silicates greater than or equal to 60%
  • has a concentration of magnesium oxide (MgO) less than or equal to 4.5%
  • is usable in the making of Portland cement.

The production of coal char that has by dry weight:

  • a volatile matter less than 2% after production
  • a fixed carbon content greater than or equal to 92% after production.

The production of coke oven coke that has a:

  • coke strength after reaction (CSR) value at least 50% for at least 80% of the product
  • coke reactivity index (CRI) value no more than 40% for at least 80% of the product.

The production of:

  • copper cathode with a concentration of copper (Cu) greater than 99.9% from concentrated mineralised copper compounds
  • copper anode that has a concentration of Cu of 99–99.9%
  • copper cathode with a concentration of Cu greater than 99.9% from copper anode with a concentration of Cu of 99–99.9%.

The production of dried distillers grains with solubles of saleable quality that has:

  • a moisture content less than or equal to 12%
  • a protein content greater than or equal to 20% (by dry solids).

The production of ethylene (C2H4) with a concentration of C2H4 greater than or equal to 99%.

The production of ferrovanadium with a vanadium content greater than or equal to 75%.

The production of fused alumina that has:

  • an alpha alumina crystalline structure
  • a concentration of aluminium oxide greater than or equal to 99%.

The production of zirconium dioxide (ZrO2) with a concentration of ZrO2 greater than or equal to 96%.

The production of saleable, solid, spherical glass beads with a refractive index of 1.5 and size less than 2 mm.

The production of blown or pressed glass containers.

The production of saleable glass wool.

The production of helium (He) with a mole fraction of He at least 99%.

The production of high purity ethanol with a concentration of ethanol greater than or equal to 95% by volume.

The production of saleable hydrogen (H2) of at least 99% purity via a splitting process by electrolysis. 

The production of crude aqueous hydrogen peroxide solution:

  • that has a concentration of hydrogen peroxide (H2O2(aq)) at least 39% by mass
  • to later produce saleable aqueous hydrogen peroxide solution that has a concentration of H2O2(aq) at least 34% by mass.

The production of saleable iron ore pellets to produce steel and that has:

  • a concentration of iron (Fe) greater than or equal to 63%
  • a concentration of aluminium oxide (Al2O3) less than or equal to 2%
  • a concentration of silica (SiO2) less than or equal to 7%
  • an average diameter of 9–16 mm.

The production of lime with a concentration of calcium oxide (CaO) and/or magnesium oxide (MgO) greater than or equal to 60%.

The production of liquefied natural gas with a concentration of methane (CH4) greater than or equal to 70%.

The production of caustic calcined magnesia that:

  • has a concentration of magnesium oxide (MgO) greater than or equal to 75%
  • is burned at 650–1,200 °C.

The production of deadburned magnesia that:

  • has a concentration of MgO greater than or equal to 85%
  • has a grain density of 2.85–3.45 g/cm3
  • is burned at 1,300–2,200 °C.

The production of electrofused magnesia that:

  • has a concentration of MgO greater than or equal to 90%
  • has a grain density greater than 3.45 g/cm3
  • is fused at greater than 2,750 °C.

The production of saleable magnetite (Fe3O4) concentrate that has:

  • has a concentration of iron (Fe) greater than or equal to 60% of the concentrate by dry weight
  • has a particle size less than 75 micrometres (µm) for at least 80% of the concentrate.

The production of manganese (Mn) into manganese sinter (Mn3O4) with a concentration of Mn greater than or equal to 40%.

The production of Mn and/or Mn3O4 into:

  • ferromanganese alloy with a concentration of Mn greater than or equal to 67%
  • silicomanganese alloy with a concentration of Mn greater than or equal to 60% and silicon (Si) greater than or equal to 12%.

The production of liquid methanol (CH3OH) with a concentration of methanol greater than or equal to 98%.

The production of:

  • intermediate nickel products
  • primary nickel products
  • cobalt products.

The production of polyethylene with a standard density greater than or equal to 0.91 g/cm3.

The production of polymer grade propene/propylene (C3H6) with a concentration of C3H6 at least 98% by mass.

The production of coiled aluminium sheet of saleable quality with:

  • a concentration of aluminium greater than 90% by mass
  • a thickness less than 6 mm.

The production of silicon (Si) with a concentration of Si greater than or equal to 98%.

The production of:

  • light soda ash (Na2CO3) with a concentration of Na2CO3 greater than or equal to 98%
  • dense soda ash (Na2CO3) with a concentration Na2CO3 greater than or equal to 97.5%
  • refined sodium bicarbonate (NaHCO3) with a concentration of NaHCO3 greater than or equal to 95%.

The production of saleable sodium silicate (Na2SiO3) glass with a concentration of Na2SiO3 at least 99% by mass.

The production of synthetic rutile with:

  • a titanium dioxide (TiO2) concentration of 88–95.5%
  • an iron (Fe) concentration greater than 0.5%.

The production of white titanium dioxide (TiO2) pigment that:

  • conforms with ASTM classification D476-00
  • has an iron (Fe) concentration less than or equal to 0.5%.

The production of processed animal protein meal that has:

  • a moisture content less than 10% by weight
  • tallow with a moisture content less than 4% by weight.

The production of zinc metal (Zn) with a concentration of Zn greater than or equal to 99.95%.

The production of rolls of uncoated tissue paper that:

  • has a grammage of 13–75 g/m2
  • has a moisture content of 4–11%
  • is generally useable in sanitary products.
