Associate Professor (Honorary) Cris Brack, a forestry expert from the Australian National University, has completed his latest review of the processes and outcomes of human-induced regeneration (HIR) gateway checks.

Assoc Prof Brack has reviewed an additional 16 projects that have completed HIR regeneration checks since his December 2024 report. With this report, Assoc Prof Brack has now independently reviewed 75 projects that have passed HIR regeneration gateway checks. 

This report adds to the series of independent reviews of the HIR gateway checks that began in 2023. 

Assoc Prof Brack’s analysis of data provided in 2025 confirms conclusions from his 2024 reports, including that:

  • the current mix of audit reports, reviews by the Clean Energy Regulator and new s215 audits provide strong assurance that projects are being managed appropriately
  • stratification and classification methods used for carbon estimation areas (CEAs) were suitable
  • national-scale models of tree cover can be unreliable for CEA evaluation, especially in Western Australia.
