The Emissions and Energy Reporting System (EERS) allow entities to complete and submit reports that they are required to provide to the Clean Energy Regulator under the National Greenhouse and Energy Reporting Act 2007 (NGER Act).
Entities are responsible for ensuring their obligations under the NGER Act and associated regulations are met.
EERS is the approved manner and form for the completion and submission of reports required under the following sections of the NGER Act:
- Section 19 - Emissions and energy report
- Section 22G - Reporting transfer certificate emissions and energy report
- Section 22X - Group member emissions and energy report

1. Getting started
Once you log into EERS, if you only have access to one reporting entity's EERS workspace, you will be asked to choose from the available reporting periods (financial years) for that entity. If you have access to more than one reporting entity's EERS workspace, you must select an entity from the drop down list. You will then be shown the reporting periods available for that entity. If you have access to multiple entities' EERS workspaces, you will see that the drop down lists have now been divided into two – 'Current reporting organisations' and 'Non-reporting organisations'. The list of current reporting organisations includes all organisations with reporting obligations for the most recent reporting year. The list of 'Non-reporting organisations' contains all entities you have access to that have previously had reporting obligations, but don't any longer (i.e. due to removal from the National Greenhouse and Energy Register or the termination of a section 22X agreement).
Select a reporting period to start your reporting.
If the reporting entity you need to enter data for is not available, please contact the entity's NGER Contact Person. They are able to grant you the required access and permissions in the Client Portal. If you are the NGER Contact Person but you have not received access to the reporting entity after successfully registering the entity, please contact the Clean Energy Regulator.
1.1 What can I expect to see as an existing reporter in EERS?
As an existing reporter in EERS, you will receive an additional reporting period each year for each reporting entity. Your entity structure and details, existing users, and activity data (except for quantity and amount data, methods, and matters to be identified (MTBI's)) will appear in the new reporting period ready for data entry. Activities with zero quantity and amount data from the previous reporting year will not appear in the new reporting period.
1.2 What can I expect to see as a new reporter in EERS?
As a new reporter in EERS, you will be provided with access to the reporting periods and corporate details, including group members, which were provided in your registration. If the details are incorrect, you can update most entity details except the ABN, ACN and ARBN for the reporting entity. You can also create new entities (e.g. group members) if required. You will need to create each facility required to be reported on.

2. Overview of the process to submit a report
Below is a summary of the process within EERS to submit a report:
- Select the reporting entity
- Select the reporting period
- Create or update the corporate structure and ensure all details in EERS are correct
- Provide specific details as required for the report
- View the report before submission under the Reports tab
- Check that any validation errors/warnings are addressed (where applicable)
- Attach any additional information if required
- Accept the Executive Officer declaration, and
- Submit the report electronically.
The relevant reports for your reporting entity will appear under the Reports tab.

To log out of EERS, please click on 'Logout' at the top right hand corner of the screen.
