We take compliance action to ensure the integrity of our schemes. The update sets out our expectations of compliance by scheme participants and highlights the areas of focus for compliance action.
It features updates on our key compliance activities for the quarter:
CERT 2024 data workbook
The CERT report is a voluntary initiative for eligible companies to present a snapshot of their emissions reduction and renewable electricity commitments. This workbook contains the data for all participating companies for 2024.
New large-scale renewables strengthen according to the latest Quarterly Carbon Market Report
Total added renewable energy capacity could exceed 7 gigawatts (GW) this year—a combination of an upgraded estimate of 3-4 GW large-scale wind and solar reaching first generation and an estimated 3.1 GW of small-scale rooftop solar, according to the Clean Energy Regulator’s (CER) Quarterly Carbon Market Report (QCMR) for Q2 2024.
Acting CER Chair Mark Williamson said, ‘new power station approved capacity under the Large-scale Renewable Energy Target is increasing.’

New audit requirements for low-risk plantation forestry projects
We’ve reduced the audit requirements for low-risk plantation forestry projects to one scheduled audit. This aligns with the Clean Energy Regulator’s risk-based approach to manage compliance. It ensures that audits are targeted to situations where they can provide the greatest value in supporting the integrity of the Australian Carbon Credit Unit (ACCU) Scheme.
Independent review of gateway checks, August 2024
Associate Professor (Honorary) Cris Brack from the Australian National University conducts regular independent reviews of human-induced regeneration (HIR) gateway checks to provide additional assurance on the integrity and performance of the HIR project portfolio. This is the review report released in August 2024.
Second independent review of human-induced regeneration gateway checks
Associate Professor (Honorary) Cris Brack, a forestry expert from the Australian National University, has completed his second review of the processes and outcomes of human-induced regeneration (HIR) project gateway checks.
Assoc Prof Brack found that independent audit reports and our assessments continue to provide strong assurance that projects are being managed properly.
The review provides further confidence in the Australian Carbon Credit Unit (ACCU) Scheme and the integrity of the HIR project portfolio.
