CEC nominated as SRES product listing body
The Clean Energy Council (CEC) has been nominated as the product listing body (PLB) for solar panels and inverters eligible under the Small-scale Renewable Energy Scheme (SRES).
The product listing body plays a critical role in ensuring Australians maintain confidence in the quality standards of renewable energy products for households and small businesses. Solar panels and inverters must be approved by the product listing body to be eligible for small-scale technology certificates (STCs) under the SRES.
Compliance update – July to September 2024
The compliance update for July to September 2024 is now available.
We take compliance action to ensure the integrity of our schemes. The update sets out our expectations of compliance by scheme participants and highlights the areas of focus for compliance action.
It features updates on our key compliance activities for the quarter:
Update on legal status of Greenbot
On 18 October 2024, the Federal Court removed a stay on compliance action we took against Greenbot Pty Ltd (Greenbot).
This means that Greenbot cannot create renewable energy certificates under the Small-scale Renewable Energy Scheme.
The Court has continued the stay on our decision to terminate the deed allowing Greenbot to be an app provider under the Solar Panel Validation (SPV) Initiative. The Court’s order means that Greenbot will be allowed to participate in the SPV Initiative while the Court is reviewing the matter.
Emerging Energy’s registration suspended
On Friday 20 September 2024, the Clean Energy Regulator (CER) permanently suspended the registration of Emerging Energy Solutions Group Pty Ltd (Emerging Energy) under section 30A of the Renewable Energy (Electricity) Act 2000. Emerging Energy can no longer create renewable energy certificates.
The decision follows liquidators being appointed to Emerging Energy on 24 July 2024. Since 1 August 2024 Emerging Energy’s REC Registry account has been under control of the liquidators.
West Australian man convicted for providing false information in the SRES
A Western Australian man has been convicted for knowingly and deliberately providing false information which was subsequently relied upon to create small-scale technology certificates (STCs).
A Clean Energy Regulator (CER) investigation has led to the criminal conviction of Pierre Bosman, who used an expired electrical contractor’s licence and installed non-compliant solar photovoltaic (PV) panels.
Following a plea of guilty, Mr Bosman was convicted in the Perth Magistrates court on 14 August 2024. He also received a $15,000 fine.
Clean Energy Regulator proposes to nominate the Clean Energy Council as the solar panel and inverter product listing body
Under the Renewable Energy (Electricity) Regulations 2001, the Clean Energy Regulator (CER) can nominate an organisation to approve solar panel and inverter modules. This will determine which solar panels and inverters are eligible to receive small-scale technology certificates and will list these products on their website.
Criminal prosecution commenced against Small-scale Renewable Energy Scheme participant
A Clean Energy Regulator (CER) investigation has led to 9 charges being laid against a West Australian man for providing false or misleading information, contrary to section 137.1(1) of the Criminal Code (Cth).
The CER alleges that between 23 May 2018 to 12 February 2021, the man knowingly and deliberately provided false information which was subsequently relied upon to create small-scale technology certificates (STCs).
