A Western Australian man has been convicted for knowingly and deliberately providing false information which was subsequently relied upon to create small-scale technology certificates (STCs).
A Clean Energy Regulator (CER) investigation has led to the criminal conviction of Pierre Bosman, who used an expired electrical contractor’s licence and installed non-compliant solar photovoltaic (PV) panels.
Following a plea of guilty, Mr Bosman was convicted in the Perth Magistrates court on 14 August 2024. He also received a $15,000 fine.
In recording an expired electrical contractor’s licence on electrical safety certificates, 94 solar PV installations did not comply with the WA Electrical (Licensing) Regulations 1991 and were not eligible for STCs.
The installations were supervised and installed by an accredited installer. However, 8 of the installations were found to contain solar panels that were not listed on the CEC list of approved modules.
In addition to criminal penalties, the improper creation of STCs and sale of non-compliant solar PV panels resulted in the permanent suspension of 4 companies after they were found to be no longer fit and proper under the Renewable Energy (Electricity) Act 2000. The suspended companies are:
- Super Chief Pty Ltd
- MSquare Energy Pty Ltd
- More Green Energy Pty Ltd
- More Tiles and Ceramic Pty ltd
