The reformed Safeguard Mechanism commenced on 1 July 2023 and applies to Safeguard facilities from the 2023-24 financial year onwards. The Clean Energy Regulator (CER) has updated the Safeguard Mechanism section of our website to reflect these changes. These updates include:
Audit companies with suitably qualified auditors are invited to submit a tender to be part of the Greenhouse and Energy Audit Services panel to provide audit services to the Clean Energy Regulator (CER).
Submissions for the panel opened on 18 July 2023 and will close on 15 August 2023. Information can be found on AusTender.
On 3 May 2023, the Minister for Climate Change and Energy made a direction to the Clean Energy Regulator (CER) concerning the administration of Human-Induced Regeneration (HIR) projects. It includes a direction on the implementation of audits under section 215 of the Carbon Credits (Carbon Farming Initiative) Act 2011 for HIR projects.

The Clean Energy Regulator has released guidance on the requirements for auditors serving as peer reviewers on audit engagements.
In accordance with ASQM 2 Engagement Quality Reviews, where an auditor has served as a team leader for a Part 6 audit in relation to an audited body, a minimum 2 year cooling off period is required before the engagement partner can assume the role of peer reviewer for the same kind of Part 6 audit in relation to the same audited body.
