Under the Safeguard Mechanism, we're required to publish information relating to multi-year monitoring periods (MYMPs).
MYMPs extend safeguard baselines for up to 5 years. They provide responsible emitters more time to implement emissions reduction projects at their facility and reduce its emissions below its extended baseline.
Responsible emitters may apply be eligible to receive Safeguard Mechanism credit units (SMCs) following conclusion of the MYMP.

Publishing requirements
From the 2022–23 financial year, we're required to publish the following information about new, varied and revoked MYMPs:
- the start date and end date of each MYMP at each facility
- the responsible emitter's emission reduction summary plan for the facility
- the responsible emitter's written explanation about how the facility performed against its emission reduction plan following conclusion of the MYMP.
Multi-year monitoring period table
The table provides information about each facility with a MYMP for each year that the extended monitoring period applies.
The 2016–23 safeguard facility MYMP data includes information about MYMPs that ended before the 2023-2024 reporting year and that were approved under the previous laws.
MYMP emission reduction summary plan
Responsible emitters of facilities that apply for MYMPs from the 2022–23 financial year onwards must submit a summary of their emission reduction plans for publication on our website. A list of facilities and accompanying emission reduction summary plans is displayed below.

Publication notes
The year-specific 'covered emissions' and 'baseline number' detail the covered emissions numbers and baseline emissions numbers that would apply to the facility in those monitoring periods if the MYMP did not exist.
The 'cumulative MYMP baseline number', 'cumulative MYMP covered emissions' and 'cumulative MYMP net emissions number' columns are updated each year to detail the most recent cumulative baseline emissions number, covered emissions number and net emissions number for the facility for the extended monitoring period. These columns can be used to follow a facility's progress, but they can’t be used to determine whether the facility has exceeded its baseline until the MYMP has concluded.
The year-specific 'baseline number' column is calculated by dividing the total of the baselines that would apply to the facility in each year of the MYMP by the total number of days in the MYMP.
Short for 'not applicable', 'n/a' appears in the year-specific 'covered emissions' and 'baseline number' columns to indicate years that do not fall within the extended baseline.
The 'MYMP status' will be marked as complete following conclusion of the extended monitoring period. 'Complete' status does not mean the responsible emitter has met its compliance obligations for the extended monitoring period. The facility's net emissions must be at or below its extended baseline before the following 1 April for the responsible emitter to meet its compliance obligations.
