The proposed Carbon Credits (Carbon Farming Initiative) (Audit Thresholds) Instrument 2025.

We are seeking feedback on the draft Audit Thresholds Instrument 2025 for the Australian Carbon Credit Unit (ACCU) Scheme. The draft instrument was developed based on submissions from an initial consultation held in late 2024. 

On 3 May 2023, the Minister for Climate Change and Energy made a Direction to the Clean Energy Regulator (CER) concerning the administration of human-induced regeneration (HIR) projects under the Australian Carbon Credit Unit (ACCU) Scheme. Under the Direction, the CER will prioritise audits under section 215 of the Carbon Credits (Carbon Farming Initiative) Act 2011 (CFI Act) for the compliance of HIR projects submitting offsets reports subject to gateway checks.

This resource forms part of the native title legal right and eligible interest-holder consent guidance.

This document outlines the key requirements for submitting land management strategies (LMS) for soil carbon projects registered under the Emissions Reduction Fund Carbon Credits (Carbon Farming Initiative - Estimation of Soil Organic Carbon Sequestration using Measurement and Models) Methodology Determination 2021, and the Clean Energy Regulator’s (the agency) guidance on meeting these requirements.

This document has been developed to assist project proponents to calculate abatement in FullCAM as required by the Carbon Credits Carbon Credits (Carbon Farming Initiative - Plantation Forestry) Determination 2022.
