There are 3 facility types in EERS:
- facility
- facility – network – pipeline
- facility aggregate
1. Required facility details
The information required in relation to a facility (first of the three types outlined above) is outlined in regulation 4.04A of the National Greenhouse and Energy Reporting Regulations 2008 (NGER Regulations).
The following details are mandatory items when creating a facility in the corporate structure:
Facility name - the name of the facility.
Entity status - indicate whether the facility is required to report for the current reporting period. If you select ‘Not Reporting’ it indicates that there are no emissions and energy data for this facility.
ANZSIC code - select the ANZSIC code most suitable to the facility’s primary operations. ANZSIC stands for Australian New Zealand Standard Industry Classification. The code classifies industry activities for statistical purposes. Where ANZSIC codes are mandatory, only those listed in Schedule 2 of the NGER Regulations are acceptable.
State/territory of operation - the state or territory to which the activities constituting the facility are attributable.
Parent entity - indicates which entity is the parent entity for this facility. The parent entity for a facility is the entity that has operational control over the facility, or where a reporting transfer certificate (RTC) has been issued, the RTC holder. If the parent entity holds an RTC, the Clean Energy Regulator will have completed this field for you.
Relationship to parent entity - specify whether the parent entity has operational control for the full or part year of the reporting period. If the parent entity holds an RTC, the Clean Energy Regulator will have completed this field for you.
Is this facility the subject of a section 22X agreement? – This question will be available if the facility is created under a Group Member entity and satisfies the rules to report under section 22X.
Grid connected electricity generator – means a designated generation facility connected to a designated electricity network at any time during the financial year. A designated generation facility is a facility that is attributable to the ANZSIC code ‘261 – Electricity generation’. A designated electricity network means one of the following electricity networks:
- the interconnected national electricity system within the meaning of the National Electricity Law set out in the Schedule to the National Electricity (South Australia) Act 1996 (SA);
- the South West interconnected system within the meaning of section 3 of the Electricity Industry Act 2004 (WA);
- the North West interconnected system within the meaning of section 2 of the Electricity Transmission and Distribution Systems (Access) Act 1994 (WA);
- the Mount Isa–Cloncurry supply network within the meaning of section 10 of the Electricity—National Scheme (Queensland) Act 1997 (Qld).
2. Facility days of operation
This section will display on screen if the parent entity has part year operational control over the facility.
Click on ‘Add New Period’ to provide the start and end dates of operation.
3. Facility street address (if any)
Please provide the street address of the facility if there is one.
Begin by typing the address in the 'Search' field. A list of matched addresses will then appear. Select the correct address and the subsequent address fields will automatically be populated. If a matched address is not available, the address fields can be manually populated.
4. Facility description (if any)
This section requires you to input the location description and activities description. As per regulation 4.04A of the NGER Regulations, a brief description of the location of the facility and the activities constituting the facility are required if a facility:
- is a transport facility or a network or pipeline facility, and
- is not a single site facility, and
- does not have a street address.
5. Facility latitude and longitude
The longitude and latitude must be provided for a facility unless it is a transport facility or a network or a pipeline facility. Refer to definition of these facilities in the NGER Regulations.
Latitude - must be a positive value to three decimal places between 8.0 and 59.0 to represent an Australian location. E.g. 36.145
Longitude - must be a positive value to three decimal places between 67.0 and 172.0 to represent an Australian location. E.g. 145.123
The Google Maps window can be used to obtain the latitude and longitude of the facility or to refine previously entered coordinates. Pan and zoom within the window to the location of the facility, then drag the marker to the desired position (If the marker is not present, click once on the map to reveal it). For greater accuracy, click on the 'Satellite' button to convert the map to a satellite image. The latitude and longitude of the marker location will automatically be populated into the relevant fields.
6. Network or pipeline details
This facility entity type should be chosen where the facility is in an industry sector mentioned in subregulation 2.20(2) and meets the requirements of regulation 4.28 of the NGER Regulations i.e. the network or pipeline operates in more than one state or more than one state and territory. If the requirements of regulation 4.28 are not met then the facility should be created as a ‘facility’ as the facility entity type in EERS.
The following information is required for a network or pipeline facility:
Facility name - the name of the network or pipeline facility.
Entity status - indicate if the facility is required to report for the current reporting period. If you select ‘Not Reporting’ it indicates that there are no emissions and energy data for this facility.
ANZSIC code - please select an ANZSIC code most suitable to the facility’s primary operations. ANZSIC stands for Australian New Zealand Standard Industry Classification. The code classifies industry activities for statistical purposes. As per regulation 4.28 of the NGER Regulations, only the following ANZSIC codes are relevant to this facility type:
- Electricity transmission (262)
- Electricity distribution (263)
- Gas supply (270)
- Water supply, sewerage and drainage services (281)
- Pipeline and other transport (502)
- Telecommunications services (580)
Parent entity - please indicate which entity is the parent entity for this facility. The parent entity for a facility is the entity that has operational control over the facility, or where a reporting transfer certificate (RTC) has been issued, the RTC holder. If the parent entity holds an RTC, the Clean Energy Regulator will have completed this field for you.
Relationship to parent entity – please specify whether the parent entity has operational control for the full or part year of the reporting period. If the parent entity holds an RTC, the Clean Energy Regulator will have completed this field for you.
7. Network pipeline facility’s details
The facility must be located in two or more state/territories to be reported as a network - pipeline facility entity type in EERS. If the network or pipeline is only located in one state or territory, a standard facility entity type should be used.
Click on checkboxes to select the states/territories that the network or pipeline operates in.
As per regulation 4.28 of the NGER Regulations, the facility's greenhouse gas emissions, and production or consumption of energy must be apportioned by the states and territories that the facility is physically located in.
By providing the states/territories of operation, this list will then be available when adding activity data to allow you to apportion the data.
8. Network pipeline facility description (if any)
Location description and activities description:
As per regulation 4.04A of the NGER Regulations, a brief description of the location of the facility and the activities constituting the facility are required if a facility:
- is a transport facility or a network or pipeline facility, and
- is not a single site facility, and
- does not have a street address.
9. Network pipeline street address (if any)
Provide a street address if there is one available.

10. Facility aggregate details
The entity type - 'facility aggregate' is outlined in regulation 4.25 of the NGER Regulations.
The use of a facility aggregate entity type allows for the aggregation of emissions and energy data for small facilities provided certain criteria are met (see below). It is an optional entity type designed to streamline reporting requirements under the NGER scheme.
This regulation applies in relation to a report provided to the Clean Energy Regulator under section 19 or 22X of the NGER Act, if the corporation reports on more than one facility the operation of which, in a reporting year:
- emits greenhouse gases with a carbon dioxide equivalence of less than 25 kilotonnes, and
- consumes less than 100 terajoules of energy, and
- produces less than 100 terajoules of energy, and
- all of those facilities are within one state or territory and are attributable to one industry sector in accordance with subregulation 4.25(b) of the NGER Regulations.
Additionally, facilities that are being reported under a facility aggregate must all be under the operational control of the same group member, or under the administrative responsibility of the same business unit.
Note that regulation 4.25 does not apply to a report provided under section 22G of the Act.
Please note facility aggregates cannot be used if a corporate threshold is not met, and can only be used to report facilities that have not met the facility threshold.
The following details are mandatory, when creating a facility aggregate in the corporate structure:
Facility name - the name of the facility aggregate entity.
Entity status - please indicate whether the entity is required to report for the current reporting period. If you select ‘Not Reporting’ it indicates that there are no emissions and energy data for the facility aggregate.
ANZSIC code - please select an ANZSIC code most suitable to the primary operations of the facilities included in the facility aggregate. ANZSIC stands for Australian New Zealand Standard Industry Classification. The code classifies industry activities for statistical purposes. Where ANZSIC codes are mandatory, only those listed in Schedule 2 of the NGER Regulations are acceptable.
State/territory of operation - the state or territory to which the activities constituting the facilities within the facility aggregate are attributable.
Parent entity - please indicate which entity is the parent entity for this facility aggregate.
Relationship to parent entity - please specify whether the parent entity has operational control for a group member or administrative responsibility for a business unit for the full or part year of the reporting period.
Is this facility the subject of a section 22X agreement? – This question will be available if the facility is created under a Group Member entity and satisfies the rules to report under section 22X.
Total number of facilities in aggregate – must be more than one facility.
Note that identifying details of facilities attributed to the facility aggregate are no longer required to be entered into EERS.
