We are seeking your views on changing the process of providing identity documents to us.
Background
To participate in our schemes, applicants are required to confirm their identity to the Clean Energy Regulator (CER).
When a participant is already in our schemes and wants to engage in an additional activity, we ask them for their identity documents again.
We are proposing to amend the Carbon Credits (Carbon Farming Initiative) Rule 2015 and the Australian National Registry of Emissions Units Regulations 2011, so that we no longer need to request identity documents again when we have already received them for another activity.
We are also seeking to change legislation to bring us in line with the requirements of the Australian Government’s Documentation Verification Service (DVS). This would allow us to accept recently expired (not cancelled) identity documents, such as a passport that has expired within the past 2 years.
These changes would streamline the process for confirming identity and make our process closer to that used more broadly by the Australian Government.

Your views are sought on the suitability of these proposed changes:
- An applicant for a new Australian Carbon Credit Unit (ACCU) project or an Australian National Registry Emissions Unit (ANREU) account wouldn't have to provide identification if we have already verified their identity.
- Applicants would still need to provide evidence where their circumstances have changed. For example, change of name.
- We would align our identify verification requirements with the Australian Government’s Documentation Verification Service (DVS) by accepting recently expired (not cancelled) identity documents, such as a passport that has expired within the past 2 years.
