The Department of Industry, Science, Energy and Resources (DISER) is consulting on proposed amendments to the National Greenhouse and Energy Reporting Regulations 2008 (NGER Regulations) and National Greenhouse and Energy Reporting (Measurement) Determination 2008 (the Measurement Determination) that will apply from the 2021–22 reporting year.
The proposed amendments:
- introduce a new method and provide explicit reporting guidance for hydrogen production facilities whose primary product is hydrogen for use outside of the facility
- expand on the method for estimating fugitive emissions from the transport and injection of greenhouse gases for Carbon Capture and Storage (CCS) to also include Enhanced Oil Recovery (EOR) where it is conducted for commercial reasons as part of oil and gas production
- update methods for estimating fugitive emissions from oil and natural gas facilities to reflect the latest available research and reflect the results of Leak Detection and Repair (LDAR) programs.
The amendments are proposed to commence on 1 July 2021. These amendments do not affect 2020–21 NGER reports that are required to be submitted by 1 November 2021.
